Welcome to the Community - No you do not need to be a VCP5-DCV - According to http://mylearn.vmware.com/mgrReg/plan.cfm?plan=32558&ui=www_cert if you are already a VCP5-DCV than you do not need to take a class and can sit for the exam and if you pass you will receive your VCP-Cloud cert - if your are not a VCP-DCV5 than you need to sit for one the required classes and pass the VCP-Cloud exam to become a VCP.
